When an AP is discovered, WLSE stores SwitchIP, portIfIndex, portIndex, portModuleIndex pair for the AP. However, if the switch is rebooted and portIfINdex is changed, WLSE doesn't recognize the ifIndex has changed and reported the AP is down.
