SDWAN 8300 Router stuck at 250Mbps even with License applied

Our Cisco 8300 routers were limited to 250mbps.. so we applied the license to vmanage and it took..it just has not upped the 250mbps limit like it should have.. no error messages no warnings...any ideas?

250mbps...it reminds me hsec license issue. You need hsec license in order to have more than 250mbps crypto throughput.

 

What exact model you you use? And what licenses have you applied ?

I'm facing the same issue. Have installed it with an HSEC license and the same issue occurred.
Using Spirent to pump the traffic.
Tx = 1Gbps
Rx = capped at 250Mbps

I set it with multiple stream blocks to avoid the Elephant Flow. 
Using C8300-1N1S-6T for site A and C8500-12X for site B.
Both routers can Tx 1Gbps but Rx will be capped at 250Mbps.

maybe it's isp problem? 

the profiling for the WAN is Upload 500Mbps and Download 1Gbps
the speed test can get the result. However, if we pumped the traffic using the spirent tools.
if been capped to 250Mbps for Rx.
No issue for other SDWAN routers.
I've tested it with cisco sdwan meraki and non-cisco sdwan router.
