Interface 1G in ASR 9K didn't came up

Hello,

I have an ASR9K running on version 6.5.3

I tried to connect a link between the ODF transmission and port 1G on ASR 1K and the port remain down. 

The port configuration: 

interface GigabitEthernet0/1/0/17
ipv6 enable

interface GigabitEthernet0/1/0/17.3
ipv4 address 41.207.191.170 255.255.255.252
encapsulation dot1q 3

interface GigabitEthernet0/1/0/17.33
ipv4 address 41.78.137.225 255.255.255.252

I use the SFP GLC-LH-SMD in first After I tried with EX and ZX but didn't work. I switched the fiber no resulet.

Can you please assist what will be the issue exactly.

is this point to point link or Internal termination Link? 

If this is a Point to Point link required to change tail end change the polarity - look below document for reference :

Can you get show controller GigabitEthernet0/1/0/17 all?

Specifically looking for any flags on the link and the light levels for Tx and Rx.
