1542 fails to attach to 9800 (AP auth fail) after moving from 5508

I have 2 1542i's that I reassigned from a 5508 to my 9800.while I do have MAC auth for the ap's in the 5508, I did not enter such on the 9800 and don't rightly know where I would do that.so why did only 1 ap fail instead of 2

9800 local webauth most allways returns Authentication Expired!

I have created one Guest User; ITSGuest and let the wlc generate the password.The Webauth Profile/SSID is TCVisitor/TCVisitor2 .  The AAA Method List is login/local.I get a redirect and the login popup..  What am I missing?besides 17.3.6 on a 9800-40
