How would setting "switchport mode access" and "switchport access vlan 1" allow multiple untagged vlans on that port? That should only support traffic from vlan1.

It looks like what I require is switchport mode general, which in my previous hardware we just called "untag all". the Catalyst 9000 series does not support switchport mode general, so it looks like I'll need to find a new hardware solution.
