Monitor in the Status column (ISE 2.4)

Hello ISE experts,

 

Trying to search in the admin guide, and i can not find a direct answer...Please see the attached image, showing the Monitor status in the status column of ISE 2.4 policy sets. 

 

What does the Monitor in Status column actually do? How would it affect the Monitor mode ISE deployment? Does ISE log it if the rule with this status is matched?

In this state, ISE will evaluate the access-request against this rule but
won't apply any action from the rule. This is usually used in initial
deployment phase to evaluate rules before activating them.

I remember seeing it described in one of cisco live ppts
