CN with spaces not working

I am trying to setup Duo Authentication Proxy Manager but I cant get the configuration to link my DN with spaces, I have tried quotes and single quotes.

security_group_dn=“CN=FortiClient VPN,OU=Company Groups,DC=company,DC=local”

You don’t need to use quotes around the DN.

I have security_group_dn=CN=All VPN Users,CN=Users,DC=duo,DC=local in the config on my test server and it’s performant. Users in that group can log in and users not in that group fail primary authentication.
