Two account IDs one email address

Folks,
I am having an issue with being able to login to my duo admin portal. I created two accounts with different account IDs and the same email on both. How can do I access both accounts if they have the same email associated with them or how can I merge the two account IDs.

As stated in this help article, administrator email addresses must be unique.
