What permissions are necessary to Send Enrollment Email from the admin panel? Users in the Help Desk role currently don’t see this option.

To clarify, are you referring to the process to Send Enrollment Email after manual enrollment of a user? (Please see step 4 of this guide on Enrolling Users)
Only users with the role of Owner, Administrator, or User Manager have the ability to do this.
