DUO for Windows Logon only prompting on every other login or reboot

We have been using DUO for Windows Logon on all Windows computers and servers for about a year. Recently the Server 2012 R2 domain controllers were decommed in favor of Server 2019. Since then all devices are only prompting on every other lock\unlock and every other reboot like clockwork. Event log just shows: Aborted Duo Local login for ‘username.’ DUO log just shows: Disabling Duo Credential Provider.

Any ideas or ways to troubleshoot further?
